Try a smaller band size.

The band should sit parallel, flat against the body when on the loosest hook.
Bulging and Centre Panel Lifting
Try a larger cup size.
Gaping and Loose
Try a smaller cup size or a larger band size.

The breasts sit comfortably in the cups and the centre panel is flat against the skin.
